Senior Associate

Carol, a Senior Associate with Navigate, has a substantial and successful track record of delivery within Children’s Services working until December 2008 as the Group Director for Children and Young People’s Services at Calderdale Council.

Carol’s role in Calderdale involved taking lead responsibility for management and delivery of Children’s Services and representing the Yorkshire and Humber region on the national DCSF steering group for the 14-19 reform agenda. Carol’s track record of school achievement and children’s services in Calderdale from 1999 to 2008 includes a significant improvement in both primary and secondary schools and leading the children’s services to be good with outstanding features.

From 2003 – 2005, she left education to become Calderdale Council’s Deputy Chief Executive. In 2004, with the emergence of the 'Every Child Matters' national agenda, she decided that she really wanted to be a Director of Children’s Services (DCS) and, in April 2005 she was appointed as DCS designate in Calderdale, one of the first in the country. She therefore has a particular and unusual understanding from both sides of the corporate agenda and its interface with children’s services.

Since joining Navigate, Carol has led strategic consultancy assignments in Hull, Doncaster and Wakefield to support continuing improvements in Children’s Services. She is also strategic adviser for children’s services to the Yorkshire and Humber Local Government Association and regional improvement partnership.
