Supporting Hull’s BSF programme
A Navigate team is providing education advice and support for the final phase of Hull’s BSF programme.

This team has been commissioned by Esteem, the consortium chosen by Hull City Council to deliver the Authority’s BSF programme.
This BSF programme is the largest remaining BSF scheme nationally. By 2014, all the City’s secondary schools will have either been refurbished or completely rebuilt, together with the special school estate and some primary schools.
Navigate is providing support for the schools and services in the final phase of the programme. This includes three secondary schools, three special schools and a pupil referral unit.
Team members are providing education advice and support to the schools concerned and to the contractors to support the design of the proposed buildings and help the schools and contractors manage the building process, including decanting into other buildings during building works and helping schools to ensure that there is minimal disruption to teaching and learning .
The team is providing advice about the changing governance arrangements in schools and is leading a series of seminars and workshops for contractors and BSF staff about the current changes in education and their implications for the BSF programme. We are also arranging visits to schools across the country to learn about how they have used the BSF or new build programme to transform teaching and learning.
There is a particular emphasis in this stage of the programme on SEN and inclusion. It has therefore been important to ensure that the team is able to provide specialist advice and support both for the special schools in the programme and for the further development of inclusion in mainstream schools. The team is providing this specialist input and also supporting Hull City Council to review the Authority’s SEN and Inclusion Strategy and ensure that the designations of the special schools are appropriate to meet current and future needs.
